Third Horizon Strategies Adds Two Nationally Recognized Experts to the Team

Chicago, IL, May 17, 2021 – Third Horizon Strategies is pleased to welcome Sara Moscato Howe and Tym Rourke (beginning on June 1) as senior directors. Tym and Sara increase the firm’s ample expertise in helping organizations and communities solve complex mental health and substance use challenges. They join Greg Williams, manager of the cross-sector Alliance for Addiction Payment Reform; Mindy Klowden, national strategist in mental health and integrated care; and Ashley DeGarmo, a licensed clinical social worker and seasoned mental health consultant.

Sara previously served as the executive vice president of the Illinois Primary Health Care Association (IPHCA), where she spearheaded the successful launch of a new virtual conferencing program to navigate the challenges of the COVID-19 pandemic while maintaining existing services and support infrastructure. At Third Horizon Strategies, Sara will lead a portfolio of client engagements in Illinois and nationally; bolster business development activities; and support the continued growth of the Health Care Council of Chicago (HC3) by assisting Meghan Phillipp, HC3 Executive Director, with management and operations functions.

As a director at the New Hampshire Charitable Foundation, Tym provided leadership on the foundation’s largest philanthropic initiative focused on substance use disorders and behavioral health. His work in addiction policy and systems helped drive a six-fold increase in treatment access in New Hampshire – one of the states hit hardest by the opioid epidemic. Tym will support Third Horizon Strategies’ efforts to transform health care and social service systems by advising local, regional, and national clients on integrated care, systems transformation, population health strategies, health policy, and patient engagement.
